The Joginder Singh Chat

Joginder Singh, India's J Edgar Hoover, is no longer as voluble as he was when he took charge of the Central Bureau of Investigation, India's premier investigating agency, in August. We attribute that reticence to judicial annoyance. After all, not even P V Narasimha Rao has had such a rough time at the hands of India's judges in recent times as the CBI director.

Still, you can't keep a garrulous man down. And between the lines of what Singh says is the story of what is really going on at the CBI which is currently investigating the most controversial cases in the country.

Mr Singh, to continue my series of questions, not a day passes when I read on Internet magazines such as Rediff about how sundry courts have pulled up the CBI for its style of functioning? What is the reason why the CBI is unable to investigate cases to its optimum level? Do you suffer from a shortage of officers? or is the quality of officers sir, not very good?

Simran: First of all I would like to tell you that fodder scam is a name given to misuse of funds meant for animal husbandary department by overdrawal from treasurey making false receipts for expenditure and bookking non-existing expenditure against the government funds. Forty five cases have been registered and some of them are nearing chargesheeting. At present 44 accused persons are in jail. So far property worth over Rs 50 crore from the CBI took up the investigation and more than 180 kgs of gold has been siezed, recovered from the accused persons. It is suspected that the accused persons used money illegally drawn from the government treasuries for acquiring these properties. The cases is being monitored by the High Court of Patna and systematic investigation is being conducted. The CBI will not spare anybody if evidence is available. This is irrespective of the rank and status of a person or persons. I do not wish to comment on any personality.
